The other classes really haven’t been buffed or nerfed enough that I feel a change in order would be necessary. Season 21, Wizard was the worst class post Haedrig, and Monk was between Witch Doctor and Necromancer, but both of those have been sufficiently buffed since. 15, Hatred: 5, Wrath: 5, Arcane Power: 3, Fury: 3. Create a Seasonal character in Sanctuary to gain this seasons Haedrigs Gift and unlock the secrets of the Altar. This is based off Season 21, with some guesses by me to accommodate changes since then. Finally, Haedrig’s Gift, which rewards players with Class Sets for completing certain chapters in the Season Journey, has rotated once more.

Create a Seasonal character in Sanctuary to gain this seasons Haedrigs Gift and unlock the secrets of the Altar of Rites. The Demon Hunter is going to be weak until Chapters 1-2 are complete, slowing them down, but the fastest completing Chapters 3 & 4.
I put Necromancer at Number 1, mainly because they’re going to have half an hour head start on every other class, otherwise I’d drop them below Demon Hunter to be #2. It all comes down to a question of where you’re judging. While Crudest Boots are nice, you’re just not going to have enough cooldown off the bat to just walk into T6.
